Electricity Rates Guaranteed Not to Rise Until the End of the Year

REPUBLIKA.CO.ID, JAKARTA -- PT PLN (Persero) informs that electricity tariffs in the fourth quarter (October-December) 2025 did not increase. PLN President Director, Darmawan Prasodjo, confirmed that the affordability of electricity tariffs this year is a real manifestation of the government's attention through PLN in providing reliable and affordable electricity for all customers.

“The affordability of electricity tariffs throughout the year 225 is part of the government's efforts to maintain people's purchasing power while boosting the national economy. PLN is ready to fully support by continuing to maintain the reliability of electricity supply and improve the quality of service for all customers,” Darmawan said, quoted Monday (29/9/2025).

PLN, he said, carried out operational cost efficiency measures and expanded access to electricity. The efforts are directed so that the company is able to provide electricity supply according to the needs of customers throughout Indonesia.

The government through the Ministry of Energy and Mineral Resources (ESDM) set electricity tariffs for PLN customers in the fourth quarter of 2025 fixed. Plt Director General of Electricity of the Ministry of ESDM, Tri Winarno, explained that the decision refers to the Minister of ESDM Regulation No. 7 of 2024 on Electricity Tariffs (Tariff Adjustment).

“Using the macroeconomic realization for the Tariff Adjustment of the Fourth Quarter of 2025, the accumulated influence of macroeconomic changes should lead to an increase in electricity tariffs. But in order to preserve people's purchasing power, the government decides whether electricity tariffs stay or not go up,” Tri said.

Electricity tariff adjustments are made every three months taking into account the exchange rate, Indonesian Crude Price (ICP), inflation, and the Benchmark Coal Price (HBA). The mechanism was last implemented in Q3 2022 for household customers of 3,500 VA and above (R2 and R3) as well as government customers (P1, P2, and P3). For other categories of customers, the last tariff adjustment was made in 2020.

Electricity tariffs for subsidized customers also did not change. The government still distributes subsidies to social customers, poor households, small industries, as well as customers who use electricity for micro, small, and medium-sized enterprises (SMEs).

“The government is committed to delivering reliable, affordable and equitable electricity. By maintaining electricity tariffs until the end of this year, we want to provide certainty and maintain stability for society and the business world,” Tri said.

Tri insists despite fixed electricity tariffs, the program of improving supply reliability, expanding access to electricity, and the energy transition drive continues. PLN's joint government strengthens the electricity infrastructure while encouraging the use of new renewable energy (EBT) in the national energy mix.
