Whoosh Project Debt Under Review: Prabowo Pushes for Optimal Settlement Plan

REPUBLIKA.CO.ID, JAKARTA -- President Prabowo Subianto has instructed his ministers to identify the most effective solution to address the debt issues surrounding the Jakarta–Bandung Whoosh high-speed rail project. This includes reassessing the financial figures and exploring the best debt resolution scenarios available to the government.

Minister of State Secretary Prasetyo Hadi, speaking in Jakarta on Thursday evening (30/10/2025), explained that President Prabowo delivered the directive during a limited cabinet meeting at the Presidential Palace on Wednesday (29/10).

“Mr. Airlangga, the Minister of Finance, and the CEO of Danantara were asked to re-evaluate the detailed calculations and options, including the possibility of requesting an extension of the loan maturity. These are among the scenarios and schemes being reviewed,” Prasetyo said when responding to reporters’ questions.

Several ministers were present at the meeting, including Coordinating Minister for Economic Affairs Airlangga Hartarto, Finance Minister Purbaya Yudhi Sadewa, Minister of Investment and Downstreaming who also serves as Danantara CEO Rosan Perkasa Roeslani, State Secretary Prasetyo Hadi, Bank Indonesia Governor Perry Warjiyo, and Cabinet Secretary Teddy Indra Wijaya.

“In the discussion, the Whoosh issue was one of the topics. The government is seeking the best possible scheme, including recalculating the numbers and considering options for extending payment timelines,” Prasetyo added.

However, he emphasized that the government is not only focusing on the Whoosh project, but also improving other transportation systems.

“It’s not just Whoosh. We’re also addressing issues in conventional railways, bus transport, maritime transport, everything—we are working to improve them,” he said.

The debt burden of the Jakarta–Bandung High-Speed Rail (KCJB) project, which has reached around IDR 116 trillion, has drawn public attention. On this matter, Finance Minister Purbaya clarified that the state budget will not be used to cover Whoosh’s debts. He stressed that the debt is the responsibility of the state-owned enterprises involved, not the government directly.

Separately, Danantara Chief Operating Director and Head of the SOE Regulatory Agency, Dony Oskaria, stated that negotiations for restructuring the Whoosh project’s debt are still ongoing.

“We are continuing negotiations and will return to China to discuss the loan terms. Key discussion points include the loan period, interest rates, and some currency-related aspects,” Dony explained at the Ministry of Finance on October 23, 2025.

Danantara’s negotiation team will engage in restructuring talks with the Chinese government and the companies partnering in the PT Kereta Cepat Indonesia–China (KCIC) consortium.
